Originally, our affordable housing program started as a non-aided initiative, relying on local resources and partnerships rather than federal funding. Over time, the program has evolved into a multi-layered portfolio that includes a wide variety of properties supported by diverse funding sources. These include programs such as Rental Assistance Demonstration Project-Based Vouchers (RAD-PBV), Low-Income Housing Tax Credit (LIHTC), the Neighborhood Stabilization Program (NSP), and more.

This growth reflects our ongoing commitment to providing high-quality affordable housing options to the community by leveraging both local and national resources.

Non-Aided Housing

Non-aided housing programs involve private or community-based efforts without direct financial support from HUD. The focus is on local resources and partnerships rather than federal funding, aiming to provide affordable housing through different mechanisms. The primary goals remain the same however, and that is to assist folks struggling in today’s economy with an affordable home in which to reside. The rents are a flat fee and set by the individual community, and do not fluctuate based on income. Rents are typically between 30-40% below market. Affordable Housing is available to all APPLICANTS who qualify, and each individual community has different qualifying criteria. Please contact the individual community you are interest in for current rates and availability.

NSP Program

NSP (Neighborhood Stabilization Program) is a program that includes single family homes. It is a Non-Aided program for Nevada Applicants meeting the required income limits ONLY. The rents are a flat fee based on bedroom size, annual recertifications are required for this program. Rents are typically between 30-40% below market.  

 

RAD-PBV

The Rental Assistance Demonstration (RAD) program was established to provide public housing authorities (PHAs) with a vital tool for preserving and enhancing public housing properties. Addressing a $26 billion nationwide backlog of deferred maintenance, RAD enables the conversion of public housing units into revitalized RAD units. This process incorporates the use of Housing Choice Vouchers and Project-Based Vouchers to facilitate resident relocation into these improved properties. The SNRHA Affordable Housing Department is responsible for the management and maintenance of these units, ensuring a high standard of living for all residents.

 

LIHTC

The Low-Income Housing Tax Credit (LIHTC) program is one of the most important resources for creating affordable housing in the United States today. Created by the Tax Reform Act of 1986, the LIHTC program gives State and local LIHTC-allocating agencies the equivalent of approximately $10 billion in annual budget authority to issue tax credits for the acquisition, rehabilitation, or new construction of rental housing targeted to lower-income households. Some of our affordable housing units are funded by this program.
