How Does the HCV Program Work?

Eligible applicants are responsible for paying up to 40% of their monthly rent based on their income. Our voucher families pay approximately 30% of their adjusted monthly income for rent and SNRHA pays the other portion directly to the landlord. SNRHA voucher clients are responsible for adhering to your lease requirements including maintaining their homes and also keep in good standing with voucher program requirements.

Steps to Secure Tenants

There are five key steps to securing Housing Choice Voucher tenants:

Step 1

The applicant applies for a housing voucher. SNRHA selects applicants by lottery. Eligible applicants are issued a housing voucher.

Step 2

The voucher recipient has 120 days to find a rental unit before their voucher expires. It is the voucher recipient’s responsibility to find a unit. SNRHA encourages the use of real estate databases such as AffordableHousing.com and others.

Step 3

Once a prospective landlord is identified, the tenant and landlord complete the Request for Tenancy Approval form (RFTA) and submit the RFTA to SNRHA through the RentCafe portal along with other owner information. We recommend owners to submit all requested information SNRHA requires about the selected unit to enable SNRHA to complete its evaluation expeditiously.

Step 4

Upon submission of the RFTA packet, your unit is scheduled for a Housing Quality Standards (HQS) inspection. This is an important step in the process to ensure your property meets the federal Housing Quality Standards. The Housing Quality Standards were developed by the U.S. Department of Housing and Urban Development (HUD) as a baseline standard for the nation. These standards are basic conditions ensuring that the dwelling, in which federal resources are expended, is free of hazardous conditions that may be harmful to the occupants.

Step 5

After the unit passes the housing inspection, a calculation is made to determine the tenant share of rent and the amount of housing assistance payment. The Housing Assistance Payment (HAP) contract then is signed. This is the greenlight for you to complete the lease and allow the tenant to move into their new home.

How Do I Become a Landlord Partner?

Step 1

List Your Available Unit

List your unit with listing services such as  AffordableHousing.com, Zillow.com, Trulia.com, or other service and you can list a vacant, available rental unit. The service will list your vacant available rental unit on their platform for potential HCV tenant participants.

Step 2

Complete RentCafe Registration

It is important to set up your RentCafe account in order to do business with SNRHA. In RentCafe you’ll be able to complete your Request for Tenancy Approval (RFTA), access your ledger, view your unit portfolio, view caseworker information and more. You’ll need a Registration Code to register with RentCafe as an SNRHA Landlord. If you don’t know what your registration Code is please contact us at our main number at (702) 477-3100.

Complete Request for Tenancy Approval (RFTA) Process Online

After listing your available rental unit, and you have Registered with us in RentCafe, wait for an HCV Participant to contact you. Complete the the Request for Tenancy Approval (RFTA) process in the portal. The renter will also complete a portion of the packet through RentCafe ahead of final review and submission to SNRHA.

Step 4

Complete Unit Inspection

Upon final SNRHA approval of the RFTA process by both you and the renter, your unit will be scheduled for a Housing Quality Standards (HQS) inspection. After the unit passes inspection, the Housing Assistance Payment (HAP) contract will be signed via RentCafe.

Once these steps are completed, the lease can be signed and you can coordinate the move-in with the SNRHA.

What is the Housing Choice Voucher Program (Section 8) and how does it work?

The purpose of the HCV program is to provide rental assistance to eligible families. The rules and regulations of the HCV program are determined by the U.S. Department of Housing and Urban Development. SNRHA is afforded choices in the operation of the program which are included in SNRHA’s administrative plan, a document approved by the Board of Commissioners of SNRHA. The HCV program offers mobility to eligible families because they may search for suitable housing anywhere in SNRHA’s jurisdiction and may also be eligible to move under portability to other PHA’s jurisdictions. When a family is determined to be eligible for the program and funding is available, SNRHA issues the family a housing voucher. When the family finds a suitable housing unit and funding is available, SNRHA will enter into a contract with the owner and the family will enter into a lease with the owner. Each party makes their respective payment to the owner so that the owner receives full rent. Even though the family is determined to be eligible for the program, the owner has the responsibility of approving the family as a suitable renter. SNRHA continues to make payments to the owner as long as the family is eligible and the housing unit continues to qualify under the program.

What are the benefits of being a Housing Choice Voucher (Section 8) Landlord/Owner?

You receive a guaranteed monthly payment on the first of every month via direct deposit. You retain total control. You can collect a security deposit, use your own lease, and screen tenants according to your own suitability criteria. You receive free annual inspections to ensure maximum property upkeep. Most importantly – by participating in the Housing Choice Voucher (Section 8) program, you are helping low-income families obtain housing.

Am I eligible to become a participating owner? What are the obligations for a Section 8 Housing Choice owner?

To become a participating owner, all you need to do is lease your rental unit to a Housing Choice Voucher (Section 8) holder. Generally, owners cannot rent to family members under the HCV Program, except as a reasonable accommodation for a disabled family member for a unit that is 504 Accessible. SNRHA will require you to provide proof of ownership (recorded deed) and you cannot charge more for your unit to a HCV participant than to unassisted families. Owners debarred by HUD or SNRHA for fraud and other program violations may be denied participation.

How do I list my property to Housing Choice Voucher (Section 8) holders?

You may list your property through online property listing services such as AffordableHousing.com, Trulia.com, Zillow.com, and more. All SNRHA voucher holders are also informed of this site at their briefings.
