Key HCV Processes

Leasing to an HCV Resident

There are four main steps to leasing to a SNRHA HCV resident:

  1. Completing the Request for Tenancy Approval (RFTA)
  2. Conducting a Housing Quality Standards (HQS) inspection of the dwelling unit you will rent to the tenant
  3. Signing the Housing Assistance Payment (HAP) contract
  4. Uploading the lease you signed with the tenant to SNRHA (Verify)

SNRHA pays its portion of the contracted rent via direct deposit into your account and the tenant will pay their portion of rent directly to you.

Managing Relocations & Moves

Just like any other tenant, some HCV tenants may find themselves in a situation where they may need to move/relocate. It is the HCV resident’s responsibility to update both SNRHA and you if they have plans to move out. Once a tenant has moved out, it is important for you to notify SNRHA in a timely manner that they have moved out of your unit.

Annual Recertifications

A requirement of the HCV program is for program participants to be recertified for assistance on an annual basis. During the recertification process, SNRHA will run an updated background check and verify the income of the tenant. If for any reason the tenant can no longer participate in the HCV program, we will notify both you and the resident.

Interim Changes

Tenants are responsible for notifying SNRHA of any changes to their household income or family composition. If these changes impact their Housing Choice Voucher eligibility, the tenant and SNRHA will notify you of any actions we need to discuss.

Inspections

Initial Inspections occur when a voucher holder notifies SNRHA of the specific dwelling unit that they desire to lease. The unit must pass the initial inspection before the tenant signs the lease and before SNRHA signs the housing assistance payments (HAP) contract and makes rent payments. Once the tenant resides in the home, SNRHA will conduct follow-up inspections every 2 years. These biennially inspections help ensure that unit continues to meet the standards set by HUD.

What is the Housing Choice Voucher Program (Section 8) and how does it work?

The purpose of the HCV program is to provide rental assistance to eligible families. The rules and regulations of the HCV program are determined by the U.S. Department of Housing and Urban Development. SNRHA is afforded choices in the operation of the program which are included in SNRHA’s administrative plan, a document approved by the Board of Commissioners of SNRHA. The HCV program offers mobility to eligible families because they may search for suitable housing anywhere in SNRHA’s jurisdiction and may also be eligible to move under portability to other PHA’s jurisdictions. When a family is determined to be eligible for the program and funding is available, SNRHA issues the family a housing voucher. When the family finds a suitable housing unit and funding is available, SNRHA will enter into a contract with the owner and the family will enter into a lease with the owner. Each party makes their respective payment to the owner so that the owner receives full rent. Even though the family is determined to be eligible for the program, the owner has the responsibility of approving the family as a suitable renter. SNRHA continues to make payments to the owner as long as the family is eligible and the housing unit continues to qualify under the program.

What are the benefits of being a Housing Choice Voucher (Section 8) Landlord/Owner?

You receive a guaranteed monthly payment on the first of every month via direct deposit. You retain total control. You can collect a security deposit, use your own lease, and screen tenants according to your own suitability criteria. You receive free annual inspections to ensure maximum property upkeep. Most importantly – by participating in the Housing Choice Voucher (Section 8) program, you are helping low-income families obtain housing.

Am I eligible to become a participating owner? What are the obligations for a Section 8 Housing Choice owner?

To become a participating owner, all you need to do is lease your rental unit to a Housing Choice Voucher (Section 8) holder. Generally, owners cannot rent to family members under the HCV Program, except as a reasonable accommodation for a disabled family member for a unit that is 504 Accessible. SNRHA will require you to provide proof of ownership (recorded deed) and you cannot charge more for your unit to a HCV participant than to unassisted families. Owners debarred by HUD or SNRHA for fraud and other program violations may be denied participation.

You may list your property through online property listing services such as AffordableHousing.com, Trulia.com, Zillow.com, and more. All SNRHA voucher holders are also informed of this site at their briefings.
