What is Rental Assistance Demonstration (RAD)?

Rental Assistance Demonstration otherwise known as RAD, was created in order to give public housing authorities (PHAs) a powerful tool to preserve and improve public housing properties and address the $26 billion dollar nationwide backlog of deferred maintenance.  The funding process involves converting public housing units into re-developed RAD units while using the Housing Choice Vouchers/Project Based Voucher (HCV-PBV) platform to move residents in to the units at these properties. These communities are managed by the SNRHA Affordable Housing Department while the vouchers are managed by the SNRHA Housing Choice Voucher Department through the Project-Based Voucher (PBV) Program.

 

What is a Project-Based Voucher (PBV)?

Project-based Vouchers (PBV’s) are assigned to a variety of affordable housing units by attaching rental assistance to specific housing units rather than to the tenant. This means the subsidy is tied to the unit itself, not the tenant residing in it.  This important to understand because relocations or transfers are not allowed under this program.  PBV’s are awarded to individuals and families with a household income lower than 50% of the Area Median Income (AMI). Tenants pay 30% of their adjusted income toward an approved rent, and SNRHA pays the difference.

SNRHA’s housing program admissions are based on an area median income (AMI), which is calculated according to your gross annual income (before taxes and benefits are deducted).
